Pardons to Hong Kong Convicts in the Straits

The Hong Kong Law Officers consider it desirable to detain any one of the Straits Convicts who from their conduct might not be deserving of pardons.
It is to be presumed that their conduct was on the average good, as the whole number (81) have been let out.
Oct. 26. We have now ascertained what we wanted to know, namely whether all the H.K. Convicts were pardoned without exception in each case.
As for the fate of H.K. Convicts concerned.
